Gary Bettman's salary cap forces another team to play without a full roster

It's pretty common in today's National Hockey League for teams to be up against the salary cap, spending every last penny, but it tends to cause lots of problems if players miss a game or two.
Take tonight for example the Florida Panthers are taking on the Dallas Stars and according to George Richards of Florida Hockey Now, Panthers captain Sasha Barkov will miss the game due to illness, which normally wouldn't be an issue
However, due to the Panthers being up against the cap and Barkov being sick, the Panthers will only dress 17 players tonight.
Another example as to why the flat cap doesn't work, but Bettman refuses to make a change even though more and more teams are forced to play short handed because the cap always stays the same
Hey, at least it's not just one or two teams having this same issue in season. One can hope that if this continues to happen, something will change before long.
