When Kyle Dubas left the Toronto Maple Leafs rumors swirled that Dubas himself felt he wasn't responsible for the failures of the club. Instead Dubas felt he was handcuffed by management above him. Reports stated that Dubas would sometimes have to wait for approval on certain moves, something that would cost him players.
Since being hired by the Penguins though, Dubas has done nothing but build a similar team to what he had in Toronto. Dubas hired Jason Spezza and reportedly tried to recruit Maple Leafs Assistant General Manager Brandon Pridham as well.
One of the biggest knocks on Dubas during his time in Toronto was his lack of surrounding himself with proven winners. Instead of signing Corey Perry, a proven winner, Dubas opted to sign Joe Thornton. Instead of adding veterans to his coaching staff and management Dubas settled for rookies.
