NHL makes decision on whether or not to suspend Auston Matthews

During the second period of last night's Toronto Maple Leafs and Buffalo Sabres game, Auston Matthews hit Casey Mittelstadt while cutting across the middle of the ice, many people thought there might be a second suspension on deck for the superstar, or at the very least a call from the Department of Player Safety.
However, it doesn't look like a call from player safety is coming, nor is a punishment in any capacity as they have been silent since. Here's the hit in question:
I would've expected DoPS to at least take a look at this hit. Do I think it's sure fire suspension? Not quite, but there is head contact. With the other suspension the league has handed out recently, you'd think this one deserves a look at the very least.
Once again, the Department of Player Safety has dropped the ball a little bit here. Yes Matthews was only given a 4 minute penalty, but this is another instance when the decisions from DoPS and co is head scratching.
