One Stanley Cup Final in 8 years levied by provincial/state tax

Only one Stanley Cup final has featured two teams that have levied state or provincial taxes. That particular series saw the St. Louis Blues square off against the Boston Bruins in 2019. This statistic seems rather insignificant until you realize that there is a strong possibility that taxes are ruining the National Hockey League.

While it has become a tad concerning that only one NHL team inside of Canada has actually won a Stanley Cup and the same team (the Montreal Canadiens) squared off against the eventual winner of the Stanley Cup in the Tampa Bay Lightning during the Covid season inside the bubble, there may be more than meets the eye within these ridiculous circumstances.

It has long been thought that Gary Bettman has an agenda for the NHL and that it doesn't include any successes by a Canadian-based NHL team, but with less than a handful of teams within the league that are actual tax havens, what exactly is the truth?

Gary Bettman doesn't control any of the North American economy or have any input on how governments run their jurisdictions. So is it a case of wise men being able to create a team within the confines of the rules set before them? This is the more likely scenario. Whether it's fair or not? That's a discussion for another day.
