Carolina Hurricanes give permission to a free agent to talk to other teams before free agency begins

Ethan Bear, defender for the Carolina Hurricanes and a restricted free agent this summer, has been given permission by the Hurricanes to speak to other teams if he desires.
The Hurricanes are still interested in signing Bear, but the two sides seems to be far apart according to Sportsnet's Elliotte Friedman.
Nothing can happen without Carolina's consent prior to July 13th due to Bear being a restricted free agent.
This is puzzling to me, on one hand it seems as if the Hurricanes are interested in keeping Bear with the organization, but on the other hand, they've given him permission to seek a potential contract elsewhere. If the Canes were interested in seriously keeping him, they wouldn't give him permission to seek employment elsewhere.
