Referee ignores an obvious penalty and it leads to the game winning goal

Referees are human and they're allowed to make mistakes. Unfortunately this mistake by Kelly Sutherland significantly cost the New York Rangers. Even more surprising is that Sutherland was looking directly at the infraction and still opted to not make the call.

Late in the 3rd period Kappo Kakko is tripped by Oliver Wahlstrom in what appears to be a clear trip. Wahlstrom's stick gets behind Kakko's leg and clearly trips him. The puck is then picked up by Alex Romanov who throws a soft shot on net.

Anders Lee, who is off to an incredible start, stops the puck in front of the net, pulls it around Igor Shesterkin and buries the puck. The goal have the Islanders a 4-3 lead late in the 3rd and they'd hold onto win the game.

The Rangers bench and Gerard Gallant were incensed by this non-call which ultimately cost his team the game. Did the referee cost the Rangers the game?
